I don't really know how to explain it, but my sc2 often jumps 0.2 milliseconds every 2 seconds or so... It's REALLY frustrating and hard to play... especially when I'm trying to get GM >_>
Does anyone know how to fix this? T_T thank you
edit: specs are.. ASUS G73jh gaming laptop i7 CPU Intel Core Q720 @ 1.60GHz 1.60GHz RAM 8.00GB 64-bit
I don't know any other specs if you need some please let me know!
Also: Could this be internet related? I'm on wireless with 19 ping on speedtest and 9.5mb/s dl speed.
EDIT:
UPDATE: I can play single player against an AI WITHOUT this skipping, so its not a problem with computer but with the internet. Is there any way I can make my internet work better with sc2? Thanks <3

Computer specs? Graphics settings? Other programs running at the same time? Did you try lowering settings?
Your post basically boils down to saying "It doesn't work. Help." It needs a ton more information before we can even start to think of a cause/solution.

ok well i have posted my specs and once again if u need more please let me know what you are looking for 
As for settings: everything is on lowest for graphics. I run in windowed (fullscreen) mode.

if you're using wireless it could do that.
it could be packet loss meaning there's a problem with your line. check it at pingtest.net
it could be that you have background apps eating your line speed.
ctrl+shift+esc to check your resource monitor. check under your networking tab to see if something is. it happens to of when Im torrenting. since then i dont let anything use internet while Im playing online. its fine and then screws around suddenly

How do I use this task manager networking tab to see if something is eating my line speed? I don't think anything is though, I turn torrents etc off when I play.

I'm not a tech expert at all (in fact I'm quite noob), but you get a better fps if you played fullscreen fullscreen (non-windowed). Maybe that will help?
