The Engineering Bay used to be able to fly in the Starcraft 2 Beta so all the animations currently exist. I imagine it's not added because you could do some pretty nasty expansion blocking with it and still fly away afterwards.
I think that could be a particularly broken thing since buildings make ling proof walls automatically. For example, on Fighting Spirit, you can block the natural choke with a barracks and ebay. Then siege behind it and be perfectly safe.

This is not Broodwar. Lot of things and mechanics (interface too) makes this diferent. Dont use Broodwar always as proof of all balance tips.

Well, Dragonei is right in that regard. In BW you couldn't lower your supply depos, also it was so much harder to create a wall, which will be impossible to pass through, while in Starbow there is no problem with that due to SC2 mechanics and SC2 supply depos. That's why comparison of Starbow Ebay and BW Ebay is pointless.
If you want to hide your engineering bay then you can just build them in separate locations and your opponent might think your one single ebay is for turrets? I think the design is more consistent with engineering bays being unable to lift off and I'm not sure what gameplay purpose it should serve aside from being a perk for terran players.
In the starcraft beta the ebay had addons, that's why it still lifted off in the final game, every building that can lift off has the ability mainly so it can use addons properly. That's the "logic" of it, doesn't necessarily make a lifting off ebay pointless or useless.
It had addons in the beta?! I played in the beta and can't remember that at all. Also I always instinctively build my ebay at forward tank lines because I can never remember that it can't fly... That's why they should be able to (=
Saying that comparison to BW is worthless is really harsh, after all the core of the balance comes from BW. I too would like to get my flying engineering bays back, they had some good utility.

Even though it isn't used at the present time, I do agree with you. It was a aspect of Brood War that was highly used as a scouting tactic or removal of Fog of War for siege tank harass/contain.
Comparison to Brood War is specifically what Starbow has done and sadly SC2 should have done (but this isn't a thread to discuss flaws of SC2). BW took countless patches/years to get balanced, but even during the periods it wasn't fully balanced, it still excelled and was overall enjoyable on competitive and casual levels. Starbow needs to continue doing the same thing, keeping an open mind and possibly having some Balance test maps put into play with upcoming patch ideas or methods to be used to see the outcome and overall communities ability to distinguish great changes from poor changes which will prevent retro'ing patches later on down the road.
