Perhaps the strength of the turret differs depending on what building it is cast on. So a turret on a pylon is really weak, but one on a gateway or nexus is powerful enough to help hold off early pools/ 2 rax.

For everyone worrying about the Carrier: There's another expansion coming after this. Can't you just see them sitting in the meeting room when someone says "What if we removed the Carrier" and someone replies "The most iconic Protoss unit? Are you serious?"`and then the first guy goes "yeah but we bring it back for LotV, the protoss expansion you know, eh, eh!?";
