I'm a SC2 clan leader myself and i thought i'd make a deatailed post on how to make a clan, as there aren't really that many tips and tricks around.
The very first step on making a clan is what kind of clan you want it to be...
Step 1:
In SC2 there are a number of different clan types:

1) Fun clans (Playing Team Games, Custom Games and generally messing around with newly made friends)
2) Professional Clans (These are the clans that participate in tournaments, get sponsorship, have websites and pay there players to play)
3) The Practice Clan (This si for a player who is just looking for a clan that can offer training and practice partners to get there skill up and so they can move on to be a professional player)

Step 2:
This step is basically setting everything up before you even get a single member...

1) Make sure you have chosen your right speaking program (things like TeamSpeak, Ventrilo and Skype are the best)
2) Get your clan logo designed, make sure it looks cool and modern here's some example's:

3) Have a website or a online forum for your players and fans of your clan to visit and make sure it looks presentable in a clean and Starcraft friendly manner.

1) There are a load of Platforms including the Bnet Website, The TeamLiquid website and others to find good and friendly fokes of the Starcraft community though make sure to post the server your on or you'll get spammed from people all over the world.
2) In-Game, if your a half decent player join some custom games, 1v1's or even team games and if you like a players style or his/her personality ask him to join your newly formed clan or give him the information on it for the future.
3) LAN's, find a local lan to go to even if your observing, speak to the people there, find out there skill level, there race etc and introduce yourself, if you like them you can note down there email or phone number or the other way round and get good playes into your clan via the real world.

1) Join clanwar ladders like ESL to train up and get more noticed around the world.
2) Streams, streaming is a great way to get your players known and your clan known, all you need is a relativly good computer and internet speed as well as a good and interesting person on the other end.
3) Tournaments, if your player manages to win a tournament such as the GO4SC2 cup or something like that then he and your clan will be shot into the limelight and this is a great way to grow and get well known, even if you dont win its a great way to practice.

IRL: If your a Professional Clan or an aspiring professional clan then you need sponsors, theres a multitude of ways to find them and here are a few:
In Real Life, approach local hardware stores and online businesses to try and get them to sponsor you, even if they give you a few mouse mats and such it can still be a tempting offer for a good player.
Online: There are a number of online businesses that offer sponsorship including, ThermalTake, Steelseries, Roocat, Razer and many more PC Gaming Companies.

Hoodies: Hoodies are a great way to get brading out there, get your clan members hoodies so that when they go to lans they are showing your clan logo and your clan brand.

3) Communication:

Skype: Skype is 1 of the largest online messengers around, it boasts low ping, easy to use interface and even a skype "noob" could pick it up within the first 5 minutes of opening the software.
In-Game Chat Channel: In-Game Chat Channels mean players can easily see whos on in the clan and who wants to play, this is not suggested for smaller clans but for clans with over 30 members its a great feature.
Ventrilo/TeamSpeak: "Vent" and "TS" are a easy to use software that requires a purchase or owned server to use, the servers are around $2 per 5 people per month and are offer lower ping then skype which means you enjoy less laggy gaming.
