MPQ Editing is not endorsed by Teamliquid nor is it recommended as Blizzard actively takes steps to stop and prevent it. Be warned and do this at your own peril. -Nyovne

I went through many patches, but I still didn't get banned I highly doubt blizzard is going to ban anyone for this. If they do plan on banning people there will be an announcement telling people to change their stuff back. Soooo many people have already done this (Pro Players Included)

In WoW it was models that allowed you to exploit raids or quests, but you could model edit freely for things like characters and non-serious junk. In d2 they don't exactly check anything in an mpq but if you use -direct -txt they check animdata at the very least. In sc2 I would avoid doing any mpq edit that impacts the game. Don't change how far zoomed out you are. Don't change anything in-game. Changing the lobby background image is safe, changing sounds is probably safe.

Ctrl + F sounds http://elusive-teliko.blogspot.com/ If I recall, someone compiled a new MPQ for all the BW sounds somewhere on the forums. Search around and you might find it. Retexturing the current ingame models is pretty safe too. As long as you're not doing anything to change the game mechanics are making yourself capable of doing something you normally otherwise wouldn't be that gives you an advantage you previously didn't have, it's pretty safe.

Actually, when i changed my race in wow with remodeling and they said it was forbidden. asked a GM about it and he said i needed to remove it. Of course they only ban specific stuff but still, ppl need to stop denying this is allowed.

I did a lot of model editing back when I used to play WoW aswell, of course a GM is going to tell you not to do it, just as you'd be told not to do this to SC. It's against the ToS, but people still did it and rarely got banned. I made at least 200 model edits for people and didn't get a single complaint of banning.
