Of course he lost to soO despite what the hypecasters say. The streak is offline only and started right after that loss; he lost online against Neeb.
Maru defeating Serral 3-0 at WESG meant that he was clearly stronger when the games were played; the bo1 at GSL vs the World was played with basically nothing on the line, still it was indicative of the fact Serral was at least capable of playing at the same level.

Serral is amazing, but what he did there was not outplaying. He just fungaled. I get that he's amazing, but I don't see why you'd hype up such a trivial moment.
