I mean, frankly, he's prevented from playing for a chance to play in most tournaments because of stupid qualifying rules so I can understand him. He has less chances to play than a Korean who isn't on a Proleague team.

Both countries are in UEFA, and even the Mongolian guy played the EU qualifier so meh. e: also pretty sure that EU = Europe, Middle East and Africa, at least they do so for the WCS qualifiers.
