Apart from the 8 paid trips, it's a standard DH open event. DH open never had qualifiers. There are 96 spots as always, but this year 8 are paid for, 88 players will have to pay themselves and request a spot.

No, just like DreamHack Open primarily has always been about open signups and on-site participation, IEM I'm sure will continue to be primarily online qualifiers with paid trips and its only 8 slots for each WCS 5,000 event that go to the passport qualifiers, so they can have 24 or however many other slots allotted however they prefer (of course I can't speak for them).
You can see for WCS 10,000 events the breakdown of the 32 players is:
Reserved Regional seeds The WCS Circuit Residency requirements apply to all spots. Yeah, so only 3 chances, but at least that's as many chances as last year with WCS Premier. Masa had no chance to qualify for DH events last year too. Still sucks for him compared to the others, but at least it doesn't mean his whole sc2 career is basically over.
I still don't like the system, but I'll take it.
