I know that feel, we matched with a guy playing his second ever game of SC2 the other day. I knew something was up when I saw 3 pylons in his main and nothing else. Supporting his 10 probes. 2 of which were idling. His teammate was a little annoyed, understandably. But then again we've matched with 1v1 GMs before. Naturally they wreck.
Blizz plays very little attention to team playlists. Balance patches have a huge (and often very different) impact. At least they've improved the map pool. Though the 2v2 equivilant of Steppes of War is still in there.
It's a shame, really, cause I love 2v2 and don't really enjoy 1v1 as much. I feel the game could be a lot more popular if people actually paid attention to it. Oh well.

2v2 is very interesting... Go too low down in the leagues and its brutal (lots of diamond/masters playing bronze to troll), high silver/gold is where the 'real' lower level players live haha. And then after that plat-masters ppl are usually 1 league lower than their 1v1 league.
