It depends on which sport, in some sports its good to be all over the place and in other sports its not

The general usage is negative, but in this case it works fine because they're saying he is literally everywhere because his multitasking is so good. That doesn't really apply to many other sports, though I can see it being used in something like Tennis where you're always in the right spot to return a shot.

It depends on the context. Confused and disoriented? Negative use. Juking and outplaying, left and right? Positive use.

I think they mean it like "he's multitasking really well". Kinda weird I guess given that you're right in that the general meaning is bad, but it works IMO.
They are using the term literally not figuratively, thats the difference. The players are literally all over the place. Attacking and defending several places at once while managing their macro very well etc. When it is used figuratively it means the persons mind is all over the place, unfocused, confused etc.
