Well in a sport such as Basketball, it is often positive, but when describing an American Football team, it is almost always negative.
It really just varies from sport to sport I think and even situation to situation (a Zerg player whose forces are all over but can't defend drops because he's so out of position is negative, etc).

I think those are two different idioms.
All over the place = scattered to pieces ( negative) All over it = on top of it (positive)
But I guess, as these are native speakers, that those idioms can overlap.
