Immortals can only two-shot probes without attack upgrades. +1 attack lets them take out drones, and +2 is needed for scvs (+3 if the scv's have enough upgrades)
A damage upgrade wouldnt really change that, honestly they feel extremely meh against scv's and terran in general from a harass standpoint compared to speedprism +2 immortals vs protoss, and even though that is significantly more powerful, it's extremely rare to see it

That is the whole point. Zergs currently have too much map control with lings and mutas (if they go muta).

Problem is that they already do too much damage to roaches and tanks right now. And since they are usually in the back lines, decrease shields (unless they decrease it by a lot) will not offset the increase damage.
