It's debatable. I think people just learned to use fungal more, just as Protoss learned to use motherships more and Terrans learned to use helions more. I think infestors are no more useful today than they were in the beginning.
The DPS buff from (36 pts in 8 sec) to (36 pts in 4 sec) was huge. But the nerf in stun duration was equally huge. It used to be that a single infestor could defend an entire expansion. One fungal growth is enough to hold the harassment units for 8 seconds, which is more than enough for reinforcements to arrive. Also, all air units (like Phoenix, Vikings, or Medivacs) were as good as dead if they get caught by an 8-second fungal. 8-second fungals plus infested terrans would kill air units quite effectively. Nowadays, multiple infestors with chain-fungals would be required.
The 9-range neural parasite was actually useful against sieged tanks and thors. Now with 7-range neurals, infestors just die too easily. I don't even remember the last time I saw neural parasite in a ZvT.

Neural is fucking awesome against Thors and I dont see how holding units in place for 16 seconds while they die is worse then holding them in palce for 8 seconds before they die (normal marine drop). Why would you want to hold anything in place for 8 seconds when it could also die in 8 seconds... I dont get it.

The 8 second stun was better for defense than the 4 second stun.
A single infestor with 150 energy could hold 2 groups of marines (or 2 medivacs) in place for 8 seconds each --- more than enough time for reinforcements to arrive from across the map. Keeping 1 infestor in your expansion was usually enough to keep the expansion safe from ALL forms of harassment (banshees, medivacs, hellions). Post-patch, that is no longer the case. A single infestor at an expansion doesn't accomplish anything.
Pre-patch infestors were terrific defensive units and good offensive support units (esp with 9-range neurals). Post-patch infestors became great offensive dps units, but terrible defensive units. The faster fungal duration does absolutely nothing for defending against harassment. Those units just shake it off, and 4 seconds later they continue wrecking havoc.
I'm not saying the patch made infestors worse. I'm saying the patch changed the role of the infestors. It's a lateral change, not a buff or a nerf. But people are using infestors more now, because of the shift in metagame. It's not because the infestors became "better" units.

Well I used to play Zerg and decided it was too much of an easy race for me to play so I switched to terran. but when i was Zerg, all I did was fungal stuff and attacked with ling/bane/roach and won. I wanted a challenge so I decided to play terran. since then, I dropped off into diamond because terran is the most difficult race to play.

Just because Idra said it, doesn't mean it's true.
Pre-patch infestors were already slower off-creep than any Zerg ground unit except Hydras. On-creep, infestors were the slowest zerg units (not counting queens). No way an infestor will get far ahead of a zerg army, unless they have a head start.
