I don't know why people wouldn't say he's one of the best zergs in the world. Boxer said he's Code S quality after IPL, MVP said he's Code S quality after Blizzard Cup. He's not exactly proven in results against top players in tournaments, but top players have already acknowledged his strength.
How many top zergs are there in Korea anyway? Nestea, DRG, Leenock. Maybe Lucky and Curious as well, and Stephano has already crushed Lucky, who said he's a great player as well. It's not difficult to consider him one of the best when there are so few zergs at the very top.

Well, technically he is one of the best zergs in the world, since Korea is only one country
He still is one of the best zergs in the world though, I wouldn't call him top 5, but he showed in the Blizz cup that he hold his own with the top koreans, and during his ladder sessions over there where he did extremely well crushing lots of top protosses.I'm not a fanboy, I hate the zerg race as a whole, but he's definitely really good.
