That is a very big difference. Imagine you want to join a normal game you see your game with a normal tag and then there are no flips.

For me, whether a game is normal or not just comes down to how much consideration needs to be given to game mechanics and roles. Personally, I don't see a problem with a no-flip game being run in the normal category. I do think that it would be better to not run it as a closed setup, though.
If you know how many numbers of each alignment there are and if you know what kind of roles will be in the game (most importantly sources of kp), you already have a lot of information on the alignment of dead players. Also, in-person games are usually no-flip and I've never felt that it detracts from behavioral analysis.
It's very hard to tell though what you consider to be a "normal role" without it being specified. Roles like coroner/janitor/reviver are quite common in no-flip games but tend to drastically change the way that the game is played.
On a somewhat related note, that "cell mini mafia" game seems pretty clearly themed to me. That game has unusual lynch mechanics, a role that can massively change the game (the mayor), no kills for mafia, and no flips for "removed players". Almost every aspect is different from what's usually run as a normal game and a considerable amount of attention is given to the game mechanics.

Whatever, it doesn't really matter too much to me if it's normal or themed... Maybe themed would be best if it's not 100% normal. On the other hand, like HiroPro said, Cell Mini Mafia is a lot "less normal" and still considered normal. Where do you draw the line?

Cell mini was not a normal game either.
A normal game has normal roles and standard mechanics with zero twists. That is it. If there is a twist it is not a normal game.
