Their new rules about no 2 teams. It caused samsung to kill themselves and had ripple effect throughout all the other teams and caused the mass exodus of koreans leaving for china. Riot was tired of seeing the koreans dominate and this was their solution to weaken them! They cut korea out from their knees by forcing changes on them when they were doing things 1 way since the inception of lol in korea.

Even the old WE was not complete trash. They did take games and even Bo2s off of top LPL teams. The new carries are obvious improvements over the old ones in their willingness to make plays and not just settle for mediocrity.
Mind you, I personally believe the main change was Korean competitiveness, and that had GE made it to the finals, they'd have also been exposed by TSM. I don't believe Bjergsen is going to lose to Xiye the way Kuro lost two games in a row, for example. The Korean decline is pretty obvious when you look at the performance of CJ and GE.

Each org is only allowed 1 team from the 2015 season onwards. The whole infrastructure of Korea is based on org having at least 2 sister teams to scrim, train and discuss, basically do everything together. So talents have to be benched or flee.
I'm not sure that being allowed sister teams would have stopped the exodus of the (top-level) talent, at the very least..
The LCS team weren't allowed to have 2 teams since the beginning anyway

Apples and oranges. Korea had the talent pool and infrastructure to support 2 teams. NA teams didn't. Korea were full grown adults when it came to this stuff, while the NA lol teams were babies in comparisons and just starting out.
