When last did you see him play Singed or Vlad? Can't really base things off solo q or month old tournaments with just NA teams :<. Last time he played Darius vs non NA he also got stomped didn't he? Then his response to that was to increase his champion pool by learning Irelia no?

He got nerfed a couple of patches ago, his ults CD got hit and his shield duration was reduced.
Also the meta shifted more towards support junglers who can rely on GP10s and still be useful later on. Noct is an excellent ganker but he requires wiggles and farm to do damage which is very difficult to do in the current jungle. Still very underestimated.
