The only really effective way to stop it is by banning enough boosted accounts so that no one wants to risk boosting. But doing that is hard especially if boosting is done smart.
I feel like Riot should be litigating against this kind of thing in the first place...

When DoSoo was at his peak, he was much more fun to watch than Apdo, who relied more on mind games rather than the bruit mechanics of DoSoo. Especially back when the game was more simple and didn't rely too much on map awareness, DoSoo would literally shit on the enemy laners with pure outmaneuvers, but now that other top level players are clean mechanically also, a lot of his effectiveness has diminished.
I remember the days when DoSoo would spend more time typing non-stop cursing, and being more interested in out-performing the enemy lane than winning the game, which was way more interesting than Apdo spamming OP champions in order to climb the ladder. In terms of mechanics, I think DoSoo in his prime was a cut above Apdo, and even Ambition praised him for being one of the best mid-laners in the game at the time. Apdo is more astute both in terms of winning games, and managing his "image" as a top amateur player, but DoSoo was literally a kid that thought he was the best in the world and wanted to shit on everyone, and cared little beyond that.
The Viktor on TOO's stream is carrying so hard. The enemy team is all AD and they are tunneling super hard on Vayne (who has horrible positioning), but it's weird to see them let him live for so long that he can make up for the rest being Morgana/Nunu/Mundo damage-wise. The fights last long enough that Gnar almost always reverts back to mini before the end.

If you play through a proxy(or any other not-fixed IP) so that you don't end up with 1 IP address connected to several accounts then it will just look like the person who is boosting went on vacation and decided to bring their laptop with them or was playing from a different computer. Similarly you make sure to only tie one or two extra IP's per account(so that you don't have accounts with lots of IP addresses on them). Then you simply don't say anything about boosting, smurfing, talk to friends, duo queue, or communicate while boosting so you don't get reported.
Filtering out people who play on multiple IP addresses legitimately and those who play on multiple IP addresses illegitimately is not easy.
The only other way to get rid of the practice would be sue to business people. Which means first finding them, and then convincing a jury that they're hurting the game. Officially the people they list on their site are just coaching, which Riot doesn't have policies against, they can't go boosters directly without evidence they're actually account boosting(well i mean, they could, but it probably wouldn't be worth it).

I understand it isn't easy but seems ridiculous.How can they hire people who have sponsors that openly advertise something riot has clearly banned?
I also get they have to pretend like they care about elo boosting because of reputation and all but seems very unfair how some people get banned and others just leave completely free.
Her damage is nerfed across the board (both bases and ratios, even at level 5 Twin Fangs needs 700 AP to catch up to the current one), but changes are made to help Twin Fangs stay "reseted" (probably checks if the target is poisoned when you cast too, so if the debuff expires during flight or the unit dies from another source, you still get the reset), she gets some more mobility (better slow, better MS later on, worse MS early though, and MS < dashes and hard lockdown), and later in the game a fuckton of AP (basically a free deathcap passive is she manages to stack it fully), most likely to help compensate a bit for all of the nerfs by making her a late game super strong champion.
Hitting skillshots and tagging your last hits with Q/W (whether you finish them with the spells, autos, or E) would become much more important, and she loses her lane bully status because of losing so much damage (Q harass also becomes weaker because only E still benefits from mana support, so she can't use it as much, if you go aggro without last hitting with E between aggros you'll get oom fast; also needing to last hit with E means tagging minions with Q/W so always pushing, makes it harder to zone). At the same time she won't push as hard.
Makes me wonder when she'll hit her power timings (obviously needs to max E first, and get at least one or two items, so it'll depend whether she still needs mana or not, skipping tear, etc.). Depends hugely on when she maxes out her passive too, so a Cass with a poor laning phase compared to one who manages to rack up the "seconds of poisoned enemy champions" (also whether there are early skirmishes/dragon fights/etc. where she can tag multiple champions at once) would make a huge difference.

Actually, to clarify a few things: Tribunal wasn't broken. We had to take it down for some pretty immense upgrades, such as retooling the algorithms entirely to include machine learning, to add positive cases for review, and to make the system globally viable in every language around the world--that's a lot of work.
What we meant by diminishing returns was, the system was getting so accurate that continuing to work on accuracy was hitting diminishing returns. Instead, by using machine learning, we can also focus on improving how the Tribunal handles the 'severity' of cases and improving the speed of the system.
We'll be bringing the system back globally, which is a huge goal for us because for awhile only servers like NA/EU benefited from the system.
