I was online when they were restarting the platform just can't remember when it was. Think it was in the last month or so on a weekend.

axe got the darius treatment, his ult cd resets on kill
hes got mana issues using it a lot like darius though

It's also way easier to chain them with Darius than Axe I'd wager, since he can just burn it on a support for the first reset and make the fight a 5v4, while in DotA it's harder to get in range to use it and killing a support first isn't necessarily as big a setback for his team than in LoL? Plus he won't 100-0 squishies in the late game since it doesn't scale.

Well the old problem with axe was where the hell do you lane him. I guess with the last patch changing the offlane it helped him a lot.

Jungle axe is fundamentally pretty bad in a competitive game since he offers nothing early on and gets destroyed by any support rotation/aggressive jungling. Offlane used to be super hard but they changed it quite a lot a few patches back to make it easier(Small camp at normal pull spot and creep equilibrium shifted more to offlaner). He's been fine in pubs for a long time it was just hard to place him anywhere in a comp game.
Yango prob knows more about why he's being played now though since I haven't been watching dota in awhile(China is back though!!)

Tbh, Axe getting picked in Dota 2 is still very very situational. He's still incredibly niche (albeit not as much as before). When he is picked, he usually goes as a support. He can somewhat jungle so he tends to do that while supporting your duo safe/hard lane.

I rant (and sometimes curse) an awful lot when I play, hearing my own voice doesn't change anything (actually it vents my frustration while typing wouldn't do it), although I wouldn't do it on a voice chat because the other guys don't necessarily need/deserve to hear mean stuff like that.
