It's something like, if a post ever goes below 0 points, it basically gets vanished from anywhere other then the new page, which cycles every 20 minutes or something on big subs. So if the first 2 votes you get are downvotes, your thread is dead on arrival, whereas if they're upvotes, then you're in the "rising" list and can get to frontpage really fast.

How are people feeling about LeBlanc? I feel like she needs a slight nerf-tap (e.g. Distortion CD increase, especially late or giving her ult a mana cost - costs the same as mimicked ability), but I'm willing to accept it's players making her look good and teams haven't tried enough against her yet.

She can get by on a Doran or two, and can still cast fairly regularly.
Probably better looking at Distortion though. It's cooldown scales really well (part of why it's now maxed first). Maybe they could also do something like distortion can't be recast for 3 seconds or something. At least you get to hit Kassadin a couple times before he leaves.

There is no way Riot will nerf her W cooldown, because she was previously buffed in that respect. I don’t think Riot has ever reverted a buff/nerf before.

I could see it working that you only have one spot to go back on. IE if you ult Distortion, you can only return to the place where you casted it last. So you don't have two places to choose from. Would make her mobility more risky, which suits her playstyle.

Still looks better than reverting a change completely. Also that is Riot's decison on how to handle these kinds of things, I am just analyzing the reasoning behind it.

Maybe, but LB nowadays max W first? Her shove is not that bad considering it is somewhat comparable to Lux's E without the on hit passive.

The change to Mimic damage depending on Mimic level over mimic'd spell level let people max W first without gimping their damage/harass and surprise, now LB can clear reliably and efficiently while still wrecking shit. Not sure if it's worthy of fixing though, people haven't really reacted to the LB picks specifically.
