They evolve Q in lane and E in the jungle/if they want to roam. Q does a metric fuckton of damage even unevolved on a short as heck cd so it doesn't matter anyway, still plenty enough to burst someone when it's a 2v1/3v2 situation.

Jax can fight a bruiser, Irelia weeps against Renekton/Nasus/Mundo, champions building sunfire first (or anything that gets away with belt first), stuff that can push her under tower then roam, stuff that can disengage when she presses W and wreck her as soon as it stops (Kha'Zix/Renekton/Zed/etc.), she doesn't have an AoE cc, she doesn't even have a hard cc in normal circumstances if she gets the jump on someone, she loses more of her damage than Zed if she gets cc'd/her target escapes once W is activated, so...
She's viable, sure, but if you want to carry there's way better than an assassin whose damage is dps. Like Kha'Zix, an assassin with burst he actually maintain as his dps.

What makes her fall off late game? She can burst down a carry pretty well and is good at catching people out of position/making mistakes

"Burst" as in +75 true damage per auto so she has to keep hitting shit to deal damage and be in auto range. "Oh noes I'm cc'd", "oh noes he ran away", "oh noes he's still alive after 6s" and she's close to useless for 10+s till it's back.
Jax doesn't have this problem since he's based on dps, the uptime of his W and ult passive is basically "always".

You're looking at something like 150 dps post-mitigation from her W with 1.5 as and assuming she can hit all 6s, there are a bunch of champions who can do more than that with their kits.

If you like her, go for it, but from a purely practical standpoint, I just don't really see any point in playing Irelia when Jax exists.

Generally speaking if you want to go evolve E first on Kha, you max Q first still for jungle and are relying on your teammates to get kills/assists on whatever you're ganking so you can continue leaping with the E for more damage or to escape. You evolve the Q next at 11 and then there's a 50/50 split on what to evolve at 16. Most people are still going W evolve at 16, but with the buffs on his R most people are going R evolve for 16.

Otherwise if you're expecting to be farming in the jungle more than ganking/fighting for the 6 - 11 range, Q evolve first is still generally better for the increased range + dmg. on Q.

NA Servers crashing again. Forums are blowing up about it. Lost another ranked game cause of lag. That's 3 ranked games unplayable cause of lag in the past 3days. What the fuck Riot? What's happening? Here's hoping this last one is a Loss Forgiven too. Enemy team wasn't lagging at all for some reason and was especially douchey about their win and 5 man pushed mid and gave us no chance at all.

She is just outclassed by too many heros, her laning phase is very weak and her mid-late game is nothing special.

There are just...much better options availiable.

The problem with Irelia is she's a lot like Jax, but her burst isn't exactly better (unless you dump all of her spirit blades from her ult as soon as possible... but then you're missing out on a lot of sheen procs), and her sustained damage isn't better either. She's also reliant on getting ~two offensive items to have a decent burst, but unlike Jax she can't ignore autos for two seconds, and doesn't get any additional tankiness from her abilities. She used to leverage being ahead in levels and her true damage when she was strong (plus cc reduction), but she can't really do that anymore, so she's just really lackluster all around because teamfights start rolling around on 2-3 items, and she's just not tanky enough and her damage isn't even that good compared to other champions. Especially since she has to sit and auto to get the most out of her true damage.
