Since you're likely going AP Teemo, Liandry's, potentially Morellos, DFG, Deathcap, Voidstaff. You can replace DFG with a Nashors as well. CDR is important for Teemo's map control/shrooms, but doesn't contribute as much to his base burst (if that's what you're looking for), which can be pretty ridic/venture into 1-shot territory with a DFG+shroom assassinate. Morellos/Nashors gives you enough CDR to oppressively control objectives and decent sustained teamfight presence. Top lane/on-hit Teemo requires an entirely different buildset, and hybrid pen runes. | ||

Went from 5 to 3. But come to think of it, during the promotion series my MMR was so high that I was playing against plat 5's 50% of the time. | ||
