"Ok, I'm losing this game, time to throw another 800(?) of my team's gold away so I can respawn faster and perhaps die again so the enemy team can get more ahead." I get that it might give your team a true sight gem thing or rapier which we don't have in LoL (no items drop) and it might save a Rax, but coming from the LoL perspective, having tradeoffs for your skills is so weird.
They haven't done any since Yi (when his E wears off, he loses his passive bonus AD). And Janna. (When she uses her W she loses her movement speed bonus on it).
You can do buybacks in LoL with Shen and revive or anyone with revive teleport. But no one does it. I've tried it and some games I never got to use revive Other games where Shen wasn't banned people told me to get other summoners.

That leads me to think it wasn't too big of a deal and was a last ditch effort a team could make to save themselves from losing.

E: buybacks are interesting because they're at least theoretically high risk, sacrificing some resources to get back into an elongated team-fight and perhaps swing some of the benefit the other team got by killing you back either through reprise kills, clean up kills or just farm-time &map presence.

these nerfs (this isn't a yango level analysis but I also don't think it's rocket science) basically make it so that buyback is only worth it if you can buyback and tp in to turn a fight or save a MAJOR (read:high ground) objective, where as now buyback is frequently worth it just to get back to farming, which is a little silly.
these nerfs won't solve the major problems with buyback, like the ~90 min game at TI3 where both teams would turtle unless 5 buybacks were available, in these situations it would still be worth it to play this way.

Buybacks are a huge part of defending high ground/rax, which can be huge for teams that have a definitive late-game advantage or are waiting for a specific item timing. Also sometimes they're just used as an 'oh-shit' button because someone on your team fucked up and them being alive again is worth the gold they spend to do so, because you'd lose something important otherwise(a rosh, rax, the game, etc).

The vast vast majority of games aren't the 90 min turtle fests, this change was actually aimed at the average games where buybacks seem to come out extremely frequently to defend even mid-level objectives like Tier2(sometimes even T1) towers with TPs, or BBing to get back into a rosh fight, things like that. Now, that carry can't just get back to the fight, help clean up(or scare off) people, then resume farming to a near 0 net loss in gold(because early BB is pretty cheap). Tack on that their next death will be 25% longer and you now have some huge risk to early game BBs.
Late game turtling for full team BBs(and that's not actually the purpose, it's more that the leading team refuses to push without an aegis, and the losing team is losing) aren't some huge systemic problem, it's a very specific thing that happens very rarely.

I'm not a DotA expert but I thought that was one of the good things about DotA. There were two ways you could win. Either you had a better teamfight comp or you split pushed. Split pushing was much stronger.
Honestly, I think Split pushing had just the right amount of power.
In LoL the current strategy is to slowly whittle down towers, gank a lot, and gain a gold advantage so you can take more towers. We have some split pushing but the map is too small to dedicate a team to it. Every team comp from poke comps to teamfight comps to the highly mobile comps that some teams run revolves around the idea of taking objectives around the map slowly and building up a lead.

buybacks in dota could be used to reinforce midgame pushing etc, but in lol this mechanism will hugely favor defensive side because of no easy tp mechanics. it will drag the game out so long

It's a bit like GAs in LoL: you buy a GA when the enemy comp relies on shutting you down (and they're the burst kind, burning ults and stuff), you know you're going to win the next teamfight. With TP scrolls it's like, as you said, a Revive-TP but without sacrificing combat summoners (Ignite/Exhaust/Flash/Ghost, think how CV got phased out of bot lane because of this).
'cept in DotA both teams have access to it, and you've got a bigger defender's advantage than in LoL. Of course, you need the gold, but in some situations it stalled the game super long in TI3 games because people didn't want to commit (sometimes understandably, as one of their carries didn't have his own buyback up while the whole enemy team had theirs, for example).
