most champs have at least 1 spell that has most of its strength at level 1 skarner is an exception and mana constraints bottleneck your options, they are going to change that in the rework however

If you want to top lane him wait for vs a meele champ and do it, his Q does a metric shit ton of damage in lane. Your main enemy will be mana. I've seen Skarner top about 5-6 times now, and only once it did well. Just a lot of his kit is no good for laning (his Q will massively push a lane like Noc passive), so if you get behind you are basically doomed. Idk I just don't see it.

W > E is not really arguable, it's 100% for sure. You literally don't waste one point in E to max Q and W faster. E just never does much except on paper.
