If they want people to actually use executioner's calling, they need to change the build path and the stats. The build path has always been super awkward. Also it fits the weird niche of "not really a full item and the stat efficiency isn't really good enough to actually warrant buying it" even if you get a lot of mileage out of passive. If I find it hard to buy wriggles when it costs 2k and brings a lot to the table, how am I supposed to ever convince myself to buy executioners calling when it gives 20% crit and the champions I want to buy it on generally don't need crit?

There was one game where Bebe (either vs Frost or Gambit) built Executioner's Calling for the final push into the enemy team's base. It IS a weird mid-tier item, but the way he used it was pretty sick-- the lifesteal from it kept him alive in the big teamfight there.

Aside Nunu and Udyr, what junglers can go 21 in utility tree and still clear and gank well?
The Utility tree is awesome, +3% movespeed, CDR, +5% xp, Spell Vamp, increased buff duration, CDR on Summoners/items so stronk.
Maybe Zac? Skarner?

I think it would hurt J4's clear a lot. I think he'd be rather slow with 0/9/21, and with 9/0/21 I think he wouldn't clear safely enough. Either way his clear is hurting a lot.
21 in utility is awesome. You just run so fast, have better sustain, and you hit level break points way way faster, you just get to do more stuff and you dont fall behind because of the increased XP.
Like you can gank 10 times more than the enemy jungler and still out level him, and the other team rages hard regardless of how well the enemy jungler is playing.

You hit 4 first you can go fight enemy jungler in his jungle and screw him up. Take some of his stuff and he can't really do anything about it cuz you had level advantage. Then you can snowball that advantage and it is excerbated by the fact that youy just gain more XP.
It might not seem big but it is rather noticable that you are just higher leveled.

just to clarify, assuming equal farm, when you are level 18 an opponent without xp masteries will be level 17.6. It has basically no impact early game unless you have a specific cheese route in mind.
