Not really. Its no different than Brand having 4 spells that he can cast, or Cassio, or Leblanc, or the many mages with 4 spells. That's a bad comparison. Brand and LeBlanc are designed to be burst mages with a small amount of utility and Cass is a high sustained damage mage with some minor utility with slows and her ult. On the other hand, Karma is a middling-to-high damage mage with a lot of utility. Double casting Q would give her close to Brand level burst (especially if they get hit with full RQ) alongside her easily landed root + Shields. Not to mention chaining shields or having 2 Ws running would be on the borderline of "holy fuck how am I supposed to kill her or anyone on her team?".

Your points are true, but only true given the current state of her spells.
Right now it is she is an even MORE bizarre state because she has an Ult with a fairly low CD, but not so low that you can use it twice during the relevant portions of most teamfights. So, in reality she has 2 spells and an ult during a fight (you can spam Q of course), so that ult needs to be ridiculously strong, like Tibbers strong or Curse of the Sad Mummy strong, but since it is not close to that level of CD, it being that strong would break her for laning.
