This is incorrect. The .28AD glyph does work. I'd be willing to bet you were running offensive masteries and had the AD/lvl mastery on. Try it both with and without that mastery and you'll see that your AD will go from 15 to 16 and you will see that if you attack something the damage you did before and after with be up by 1. So ya I'm not saying the .28 AD gives you 1 AD but it bump your AD from 15 to 16.
Also, it does keep track of the .28AD even if it doesn't show up so that skills with really high AD scaling will make use of it. Caitlyn's 250% damage on minions is the only one I can think of. For example, without the +1 blue AD rune Caitlyn's passive will do say 255 damage level. With the .28AD rune, she will do 256.
And yes I don't believe that one crit chance blue works. For whatever reason it doesn't work like attack damage and the stat isn't kept internally by the riot stats, and anything <.5=0 which if that's the case anything >.5=1. If you run a .28% crit chance blue and get a crit let me know, but personally I've tested for hours and hours and have never been able to get a crit with just one blue crit rune.

There will always be problems where somebody just plays what they want to play and ignores the rest of the team. Sometimes they're nice guys and work with the team in whatever crazy unorthodox role they want to play, and that's fine. Sometimes they're assholes and you report them.
But that's not what changing blind pick to a pick order would solve. It would solve issues like this:
3 people log in. One calls top.
Fourth player logs in afterwards, calls top and instalocks a top, even though it's already been called.
Player who called top first gets angry (rightfully) and also locks a top.
Team has been bitching at each other for a minute before the game begins.
There will always be problems with douchebags, but that sort of a system just by the way it's designed creates conflict. It makes you go into a team game with a "champ select is everyone for themselves" attitude. And players start playing the game with that and learn that that's what's correct, which makes draft queues at level 30 not any better because they already have the mindset.
Change it to a pick order when players are still level 1, and they'll respect the pick order a lot more when they're level 30.

It's possible that has to do with how Riot's PRD function works. I don't know the specifics, but it's possible that the PRD function for such a small crit value results in incrementing probabilities that are so small as to be smaller than the number values that LoL tracks. Which might explain why for incredibly small crit values, you observe no actual crit chance.

Fast food and the usual coffee places like Starbucks have 2 qualities that are the same: a) They are fast. b) They are bad quality when compared to what you can make at home or at a higher quality venue that doesn't primarily focus on mass distribution, speed and convenience.
Anyone with reasonable taste for food or coffee would not make either a main place to consume these products (occasional visits are ok - I go to McDonalds sometimes due to nostalgia from eating there as a kid - the taste is very unique). But most people in America do make it their staple choice of venue for consuming that specific product.

Pshh. My Starbucks has this sick new machine that, while slower than just ordering coffee, makes stuff that way outstrips what I could possibly do at home and is just as good as the hipster joint a few blocks down (with the added benefits of being $3 cheaper, and not getting judging stares because all I want is black coffee).

I drink black normal coffee only. When I tried it at Starbucks I had to throw it away (I have never done this before except for certain instant coffees you can buy at stores). Starbucks coffee was, in my opinion, designed to have sugar and milk added to it in copious amounts. You can tell when you order their speciality drinks: They are so sweet that I can almost only taste sugar. They admit to this because they have a half-sweet version (ever hear of decent coffee place that does this? I haven't). Many people claim that they over-burn their' beans and I would be inclined to agree.

I was thinking of Khazix for my next champ as well. Any ideas on lack of players playing him?

There was slight nerfs,but the main reason is people play zed instead, he is still my main and crazy strong

'cause he's often banned. Stupid hell of an "assassin" concept design that can splitpush, poke, dps as well, with huge safety and free out of jail cards on top of burst that may not 100-0 people as consistently as a proper assassin but is so spammable and AoE that you only need a target at 80% HP to start cleaning-up.

FMJ is my vote. Debonair looks cool but Jayce is supposed to be cutting edge tech. Suave is cool but it doesn't fit as well for a character like Jayce

Debonair Jacye should be LCS banned, cus im sick of it.

khazix still good, vi still good.
vi's weakness is that she's mostly single target. (E is unreliable as an AOE and is more or less used for autoattack resets.) in team compositions with assassins like khazix or zed she's pretty redundant. to some extent elise also occupies a similar role if she is on the team as well.
khazix is still ridiculously strong, incredibly mobile and does a lot of damage. and resets.
also zed is free this week.
