One stack at a time. But I'm not sure when the damage ticks and whether new stacks refreshing the debuff causes an instantaneous tick or less ticks.

You basically just Q him every cooldown right from the beginning. If he decides to push from the beginning then take E at lvl2 to last hit under the tower, and if the lane pushes against him then take W. Singed basically can't do anything against you unless you fuck up absolutely horrendously (not taking W and getting ganked, going into range of him and you get tossed, etc.). Buy revolver as your first item so you can E minion waves without losing health so that it becomes impossible for Singed to push the lane to your tower as long as you're in lane. I find it to be one of the easiest matchups in the entire game.

Vlad vs Darius plays a lot like what you describe for vs Singed except Darius has no ranged CC (Singed can W then ult/ghost to run at you for all-ins w/e jungler coming) so unless you're bad and get hooked or ganked with pool down he can't do much either.

Has anyone played kassidin in s3? (I guess though with ad mids he obviously has fallen out of favour). I've been starting flask 2 pot 1 mana pot, cata/tear into roa dfg, but as great as catalyst is for lane, and roa in general, it feels like I hit my curve sooo late. EDIT: also I assume the spellsword mastery is worth it on him?

"But he is a little similar to Cho'Gath in one respect. And also similar to Anivia in another." SourceSo he probably grows through some mechanic. Anivia similarity could be almost anything though, goo wall? goo rebirth? goo aoe wave clear? Who knows.

EDIT: also I assume the spellsword mastery is worth it on him? xPeke, Ocelote, and others have been playing Kass quite a bit in LCS, and he's really strong. I'd amend your item build to cata+tear -> RoA -> DCap. DFG is good on Kass, but Deathcap is a must after the buffs, and from there you'll want to finish Seraph's Embrace and Void Staff, so there's not really room for DFG in the build.
