Annie's base attack speed is 0.579 (+1.36%/level). It's horrendously bad. 0.625AS at level 1 is already considered low for an AD carry, Annie is 8% worse than even that. The other AD carries have AS/level growths of around 3%, Annie has less than half that. You're down like a whole phantom dancer worth of attack speed compared to a normal AD carry at level 18 by default. | ||

Kennen, on the other hand, has very high attack speed for an "AP" champion - one of the highest level 18 AS in the game. Combined with a soft passive autoattack steroid (every 5th is +80% AD... works out to be better than headshot, actually) if you want to put some teamfight stuns on your ADC, kennen is a pretty good choice.
