The problem with that image, and the spreadsheet it's based off of, is that there's no meaningful way to calculate the gold value of stats that aren't found on basic items, let alone anything that doesn't appear on items at all (I have no idea how they're calculating the value of something like Executioner, Reinforced Armor, or Artificer).
For example, if you base the gold value of Cooldown Reduction off of Kindlegem you get roughly the value per point you see on that image, but if you base it off different CDR items you get different values (16.75g for Fiendish Codex, 45g for Stinger, -6g for Glacial Shroud). You could try basing it off runes, but what runes do you even use as a baseline to determine the standard gold value of a rune slot?
Essentially, 90% of what's in that image is at best an educated guess, and at worst pure speculation.
Plus it's situational for some of them. While Awareness probably isn't interesting for the AD carry, there are match-ups top and especially mid that can be snowballed on (and basically decided) by hitting 2, 3 or more often 6 first and all-ining your opponent off that.

I don't want to get stuck in ELO hell though. Also, I don't know how to improve. I know I'll get better with more games, but I don't know specifically why I lose games, whether it be laning against certain champs, controlling objectives, teamfights, etc.

This guy is taking so many hypotheticals in combination with his math that it hurts. His whole lilandry's analysis is flawed as all hell. I don't have the time/energy to bother refuting it, but it wouldn't matter if I did. Anybody who criticizes him on Reddit gets downvoted.

ELO isn't an actual place, it's a mind set you take when you go into a game. If you can look back on the game and say "Yes I did all I could" or "I could have done this or this better" then you will eventually 'get out'. Accept your teammates will throw, you will throw, your teammates will have bad games, and you will have bad games. And when it all comes down there's always the QQ thread.

Oh, it's from DIFF? If his whole work is the same as his Liandry's analysis I'd just throw it into the garbage bin and forget about it, even if he didn't work off of false assumptions he just gave results he interpreted to his liking without actually giving any methodology or numbers to back up his pretty graphs.
As for Elo hell you'll always hit a wall where you'll believe it's what you're in. Even if you go 2-8 in placements or something, if your level is high enough you should be enough to offset it. It'll take more time because of accelerated Elo, sure, but getting an accurate rating always take time anyway, so tell yourself that in the long run it won't matter and go in with a clear head. There's no point in playing if it eats you to the point where it's not fun anymore. If you're having trouble with identifying what goes wrong in your games, maybe you can go over replays to try and find clues, or start playing normals with a reduced champion pool so you can identify weaknesses more easily and work off them.

I read the image wrong. Some of the data is sourced from the DIFF dude, but the rest is done by some other noob.

Yeah, don't worry about Elo hell. It really doesn't exist. I'm merely a silver player, and I won 6 straight games on my bronze friends account to prove to him that elo hell isn't real. Ranked makes you improve so much faster than Normals too from my experience.
Also, try reading some of the things in the 5hit replay analysis thread. It really helped me be more aware of some of the mistakes I, myself was doing. Even without submitting a replay of my own.

Some things to remember
1) ELO Hell is not real. The experience of ELO hell exists because in solo queue everyone is on a different page and everyone has very different skills. If you don't know how good in lane someone is you have to play as if they are bad and so they will probably doing the same. And then they didn't come when you pinged and so you died and omg the both of you are in ELO hell.
2) League is not deterministic. You will have streaks. This is especially true in large numbers of games so just because you started out 1 a d 3 is noting to worry about. I started out my ranked career 3 and 7 in placement. Then went right to 1400. Why? Because I am about a 1400 player and things even out.
3) the best way to get better, besides the obvious answers of evaluating your play and watching replays is to play games against people trying their best. Ranked is where people try their best
Yeah, I guess that's right. As long as I improve, ELO won't mean too much in terms of individual skill. Since I can't do anything about my team's mistakes, I'll just work on my own and ranked should help a bit since people hopefully take the game more serious.
