2 points in Q first if your opponent is weak range and you can abuse it, if they really have no range then max first.
If they have weak range or long Cd's you just walk up and Q them every opportunity (most efficient nuke in the game). If not then you just abuse the crap out of E. Hit minions and them with same cast and CS like beast. If they jump on you lay down W and ult, make them eat full duration and you kite, E is guaranteed hit from close range. Remember you can cast lazer while moving.
Viktor = learn how to hit lazer like 85+% of the time from any range, its like the easiest skillshot to hit because its really fast and they cant tell where it will go+you can put it to cover several possible jukes.
I smartcast it and seriously like never miss, but apparently nobody else does. I use gesture commands in Chrome and its just like that....you just swipe wherever you want it to go, much more natural.
Also abuse ult radius, you can hit people from significantly farther than its max range if you just cast it so its edge will hit them.
Honestly though there is no fancy business to playing Viktor. You can just sit in lane and hit them with E until they die or leave from so far back that they cant do anything and its impossible for them to jump on you because they will get stunned and give you a shield and eat a full duration ult with 2.2 AP scaling if they try anything aggressive.

Dunno I've never bought dfg on swain he's just not that kinda champion. (not a shot at you more of a tunnel vision on my part, because it has a lot of potential if it stacks well)
that said he still needs to rush some "tanky" items to be useful after the lane phase so idk if you can really get it all that quickly

Yep, and if you want really easy combo, just smartcast E the sametime you're casting Q on them and you cannot miss it as well as chunking them hard.

I found DFG really good on Swain to execute the target you caught (any squishy will die to E-DFG-Q-W while R is on) and be able to concentrate on the rest. Even if they don't die, E+DFG is crippling and it'll boost your healing a bit. Of course if you got bullied in lane you'd rather go for stuff like Zhonya, Abyssal, SV or crucible.

If you want to play lane bully, QEQEER (rule of thumb is: only take W against junglers/mids it can save you from during ganks, which are kinda rare because it won't work against instantaneous gap closers and once they're on top of you you'll get bursted down before it stuns them; but be sure to have it at 8 at the latest, though), flat AP blues and MS quints. The thing with most mid champs is that they'll do a ABAC pattern, so they'll lack either cc or damage at 3 (or they're Annie). Since they won't have their full combo, and will be cs-ing with autos because they don't have the AP or base damage to clear yet, you'll have a lot of opportunities to Q+auto them while they're last hitting. If they run, good, you won the trade. If they fight, you can probably win the trade anyway with E+autos thanks to your shield (you'd still better run if they can win the trade, so the shield will alleviate their damage).
This works at levels 1 and 3. It can probably at level 2 too but considering E's mana cost I avoid to do it. Same with level 4 (I tend to be more aggressive on odd levels as that's when I'll get the most out of my spells, with the switch to E at level 5 for clearing power).
If they have good range, like Lux and Xerath, they'll be very annoying, so don't get out of your way just to harass them and bide your time: you'll be the one laughing when you can one-shot the wave as it's still lined-up and go roam.
Once they're able to clear from a distance, poking with E is better. Unless you really want to tower dive hard they'll outrun your ult before it's finished so you shouldn't be able to 100-0 most opponents from an even footing. Poking with E (mana-heavy if you have to E the wave, then the enemy champ) until they're in kill range, then you can go for it. If you flash-ult them and they flash after the 1s silence you'll lose a lot of churning damage though.
When roaming, don't hesitate to cut retreat/juke paths with W, or to slow the enemy jungler that could come to help. If you have the opportunity to cast another E soon, don't hesitate to follow a fleeing enemy a bit as its casting range+hitbox length is long enough that they aren't safe even under turret.
I'm not sure what to build on him now, 2 drings were mostly enough for your farm in s2 but I really dislike the idea of stacking them now, and his core of augment+dcap is kinda awkward in s3, esp. the buildup compared to what other champs go for. 2 drings + augment also gave enough AP to one-shot caster minions (and fall 1 aa short of melee minions) with E from level 5 onward. Which means blue buff's really good on you.

Thanks to you and Alaric. Viktor, much like Singed, is one of these champions that will almost always beat me in lane, but whenever I touch them, everything turns to shit. This was somewhat similar for me. The gesture clicks from playing Myth and Myth 2 (where they were essential) felt really natural when smartcasting Viktors laser.
