You should pick him up if you like the champion, not because he's become super popular due to black cleaver.

The nerf comes in some time in the next week. So no I wouldn't get talon just yet until it's clear how hard BC is getting nerfed
On another note:
Singed with swifties is a amazing. Mercs were awesome because they reduced slow duration but grabbing the slow effect reduction masteries in conjunction with swifties makes singed impossible to catch. I watched an olaf hit him with three axes in a row and didn't get in range to get an E off since singed blew ulti. Ridiculous kiting holy crap.

We're living in a time where Swifties are considered good to build and building Brutalizer early on doesn't screw you over in the late game, where BC is built more than BT.

I think the biggest problem with Black Cleaver is that the flat Arpen stacks, which creates situations where you have a huge amount of flat Arpen after the % reductions. I agree that the PBE item isn't terrible, it might still be too good. But reducing the flat Arpen and making it unique is the right direction to go - from there Riot can reduce stats or increase cost accordingly to make sure the item is in a good spot.

Of all the bruisers and AD assassins that like Black Cleaver, Wukong is surely the most stupid. Get four black Cleavers, have nearly 3k health and 100+ Armor and MR without defensive items, use your 5.0 AD scaling ult, murder the entire enemy team.
It's like Fiddlesticks without the delay or the Alfred Hitchcock vibe.
Not really scared of Teemo because I can just pick Akali and eat him alive.

Anivia is really good at killing single targets, and working well with her team.
Sadly, Anivia can't snowball in such a way to pretty much win the game by herself very easily (unlike diana).
This is because she can't dive to kill carries easily, doesn't have any kind of resets, works better when people are diving your team rather then vice versa.
