All he does is feed, feed and more feed. Eventually though, I farm my way up to +40 cs over ashe, but still all those taric grabs and failed ganks by kha'zix (who enjoyed ganking with 300 hp).
So the question is, am I just extremly unlucky because I have no clue what i'm doing wrong. I was thinking maybe i'm too passive to carry consistently, but even if I am shouldn't I be able to win more than 50% by just beating my lane with ease?
TLDR: I play better than 90% of the players in my ELO consistently, yet fail to carry even when really fed. Why do I get the most dumbass team mates(by dumbass in this case I may even mean retarded or braindead)
By your words, I think you're just relying on/taking into account your teammates too much. I feel like your only chance is to either improve yourself (by fixing all your playing flaws ignoring any other intra-game factor) much further until you can consistently 1v5 the enemy team either work on your team managing capabilities and boss around your teammates after winning your lane while detecting the enemy team's weakness and exploiting them by yourself and pointing them out to your teammates.
In short, I think you should stop thinking of yourself as a holder of only 1/10 chances of deciding the game's fate and instead think of yourself as someone carrying 5/10 chances of winning. Your teammates are so terrible because that's the kind of player that populates that ELO range. If you want to get out of there you need to help your teammates to do their job better or do yourself the whole of their job. I feel like too many people don't understand this a team game and non-outstanding individual skill won't grant you wins no matter how much better you are than other players in the same game.

One thing I forgot to mention is something I can't stress enough: always have a good attitude no matter what, and help out your teamates while doing so. If someone on your team is losing, don't say "stop feeding" or "don't worry, we can come back from this no prob ". Say "Don't worry, just buy a few wards and wait for a jungle gank and you'll be fine ". Right there you just gave them advice, motivated them, and gave your jungler a goal while not directly telling him what to do. You took control of your team with just a few words. If you lose a teamfight, say something like "I'll put up some wards here so we don't get into a fight like that again. Can some maybe put wards (ping spot) here too?" You're not blaming anyone, you're not focusing on the loss, and your team is somewhat benefiting from the lost teamfight.

This needs a tagline like the gay awareness one: It gets better.
Seriously though, It does, a bit. I know how you feel, I had a mess of situations (a really bad duo pairing, horrible internet issues and afkers) which tanked me literally 400 elo in two weeks, I won about 10% of my games despite performing pretty well compared to my teammates. Once you're down in the 800/900 bracket it's really just a matter of grinding. All things being equal you're going to win, but you just have to play a lot to balance out the games where all things are NOT equal because your team picked three junglers, somene AFKed because their golem reset or your toplane fed 5 kills in 5 minutes without being ganked (I should stress that I have won games in all three of those situations, so don't rage either, you need to get those 10% comeback chances in because those are the ones that will actually raise your Elo)
For more realistic advice, learn to play Low Elo support, which basically means picking up leona and taric (since blitz and ali are banned a lot), maxing your GP5 income (3gp10, gp10 runes and masteries. this is so you can afford loads of wards and still scale ok. Taric and leona because they are both really good at applying safe pressure without dying. Pressure wins botlanes in LowElo, not kills. On the bonus, both are also really good at comboing with a competent ADC if you do get one, so you CAN get kills reliably) and controlling your lane perfectly, plus having enough spare gold to ward the shit out of everything. I mean, ward their jungle, ward mid bottom river bush, ward ALL the things and ping when you see stuff. Support is really the best shotcaller/strategist position in low elo because most people actually have to pay attention to last hit anywhere near decently, unlike in mid-high elo. If you get their attention and make plans, you can control a game.
If you have a support MVP, not a support who goes frozen heart first and never buys a ward, and plays tryndamere, you can legitimately carry a team. You just have to remember you are support for mid and jungle as well, not just your ADC. When you start winning them their lane, start going and winning other ones as well. Make sure you let them know you're going to do this and to play safe and hold their advantage though.
You also want to make sure you have a really solid set of clutch picks if your team are paintsniffers. Try and get good on one allrounder champ for every position (I can carry reliably on ahri, udyr and irela while maining support and ADC)
In any case, I've managed to drag myself up 150 elo since then, slowly but surely. I understand the frustration at doing well every game and still losing perfectly, but really the only cure is just keep driving yourself to do better. A 2.1 KD ratio average isn't good enough. It's not good enough as a support, I mean XD.

There is always room for improvement, but it's silly to pretend there is never a case where your teammates lose the game for you. It's a bad habit to always blame them, but sometimes it's unavoidable.

I'm starting to feel like if you're in low elo (1000 or below), and you want to get out of it, playing support is the wrong thing to do. At that range, it doesn't matter how many plays you set up if your teammates don't take advantage of them, and it doesn't matter how many wards you put down if your teammates don't look at their minimaps.
I am SURE I'm a better player than I was a month ago, and yet my ELO in ranked has gone down. I even feel like I'm playing better in ranked games, but I almost always play support and my teammates seem to be getting worse and worse.

Yes, of course, I didn't mention it because I didn't want to focus on the negative aspects. You will often get terror teams where every lane goes 0-7 and rages eachother before 5min into the game (and triple jungles and people who die to blue buff and lvl 1 tower divers and all these), but I'm certain that situation will happen at most once every three games, which leaves room to other 2 games that can realistically won by yourself.

Honor system is basically just another misguided attempt at improving things. There's not really a way of getting it to work as intended.
If you make honor reward players with e.g. IP then you just get more people spamming for it or saying cheesy shit, while your average quiet or decent person just gets largely unnoticed. There's no "dishonor" to counteract it, but that would be abused even harder than honor by butthurt teammates after losses.
As for "trying" to get it: don't bother; I suspect that's the point. Make people think it will eventually mean something beyond CS badges so they try to fake "nice" to get them, even though it won't.
