Do people not realize how bad this circular logic is? These things don't work both ways.
These aren't mutually exclusive. Some things are much easier to play against than to play as.
There are a sufficient number of distinctions between champions that there can be champs which people can be bad at playing at release, but that still extremely powerful (and nerfed later as a result) (Naut, Lee Sin), while also being champs that are easy to play, but much harder to play against (Zyra, Ahri).

if you dont believe he is good, thats fine. unfortunately, the hive-mind mentality around here is extremely strong.
eventually someone who has some clout on these matters will play him in a public setting and everyone will jump on the bandwagon.
ive spammed rengar games all this week. at first he was underwhelming. after some games i started to get the hang of it and he is not bad, or toxic, or whatever you want to say. he just takes a bit of practice.
i will freely admit when i am wrong. like the q max vs w max debate, i said it a few pages ago: i was wrong. honestly, maxing w first was the missing piece. once i started doing that i was able to take over games.

I'm just going to directly and honestly say that it is pretty much impossible for me to take anything that Vaporized says seriously, for the moment anyway.

What build are you using for jungle Rengar?
i play and actually build him kind of like riven.
CORE: boots x 3 pots dblade - i usually get one. i gank at lvl 4 with a blue start, and if the gank fails i still have ~600 gold to get a dblade and a few pots. necklace bruta merc treads when you feel they are needed. i usually get them after the necklace.
there are two items that i focus on in the midgame.
frozen mallet bloodthirster
you can build them in whatever order you need them.
the game will probably be over right around the time you finish both of these. a guardian angel brings everything together if the game drags on, because you will be diving carries.
qwwewr, rwqe for skills. i use my riven jungle runes for rengar also, ad reds, armor yellows, cdr blues, ad quints. 21-9-0, with the 4% cdr in offense included.
there might be a better build out there, i havent tried a few things i think could work. but with this build i have done extremely well. and for the first 10 or so games i was very discouraged with how he played. eventually, how to manage his passive will become more natural, and you will start to understand the power of his ult.
