There is some scaling. There's .5 AP scaling. That's some. Some > 0.

I've seen kassa max E once against morg, he used Q to bait the spellshield then just E her after it ran out. Not sure if that's any good tho didn't pay too much attention, he did beat her pretty hard however.

Maxing E on Kass is good if you're having real farming issues. Allows you to push and roam very quickly and the damage is vey similar to maxed Q iirc.

They should make it so that if you decline 3 times in a row, you get the same penalty as dodging the queue. That'd fix all the asshat trolls that just spam decline, without doing any real damage to people who accidentally just missed one queue pop.

So, turns out E and Q do the exact SAME amount of damage at equal ranks, but E costs less mana and has a lower cooldown (assuming you can get enough charges in 6 secs).
I think it's situational, honestly. Most people do seem to max Q becasue the long-range harass is easier and the silence helps you trade favourably, but if your opponent isn't looking to trade, rather to push every wave into oblivion, it's a good way to fight back and even land some decent harass at the same time if they get too close.

the only champ i could think of to max E instead of Q is Karthus, because he charges it super fast and it enables you to push lane if he decides to constanly push on you but at the end of the day maxing Q is always better/safe i think

She has problems with clears and mana since she has the most ungodly mana usage of any mid I know since she can't deal the sustained damage to creeps nor can she hit all of them, nor is her E ratio good enough. Fed luxes and end game ones are scary though. So safe TT, team so squish, no one is good at diving
