Roaming is an option, but punishing their midlane/jungler is also viable if you think you can pull it off. Stealing their wraiths or threatening dives/kills on the midlane and forcing their jungler to pay more attention to you can lead to good counterganks for your team or just alleviate jungle pressure on your top/bot lanes.

As you mention, some champs obviously do one or the other better. The key is to just be active. Whether you're threatening their mid, counter-jungling, or roaming; as long as you're not sitting passively while opportunity is afoot then there's no wrong answer.
