You basically just described how Hotshot played top Olaf. Unless you're getting your CDR from early Frozen Heart or something, Hotshot would build Shurelya's for the CDR and play aura/CDR Olaf and everyone on TL shit talked him for that build.

^^ I remember Dyrus picking that up too. It would do well in lane but often he would not be very useful after that, since Regi would just feed and TOO would camp mid to no effect. They would give him blue buff and he would get Ionian boots + Spirit Visage
Have you guys seen the new Lee Sin skin in game? It looks downright retarded. His running animation is just dumb

The common complaint was, "he does no damage with that build."

Oh another update on olaf, his ganks arent that good but his counterganks are godlike, ridiculous damage and unexpected 32% slow on the enemy is sick sick. At least in 2.1K elo counterganking doesnt seem to be that hard as long as you have like 3 wards on the map lol

As I recall he went double gp/5 when he was behind in lane and got hard zoned. Then he built the aegis and then I think the shurelya's, or maybe it was the other way around.
It was only the first part that bothered me. He really didn't do anything though, but I think that has to do with him getting crushed rather than reverie aegis. Those are good items, they were just late and not paired with anything else
EDIT: overt's post is the exact opposite of what I remember.

He did fine in lane phase. He just played it poorly in team fights.
edit: I may very well be remembering this wrong. I just know that people shit talked it and the build itself didn't seem that bad to me.

disclaimer, only two games played with new xin, both top.
I think CDR is the core stat on him. You get -3 seconds to all other cooldowns on your Q so it's really powerfully synergetic with % cooldown, for example with 40% cdr a 10 second cooldown becomes a THREE second cooldown. Then CDR reduces your Q cooldown which reduces your other cooldowns even more. It's like melee ryze.
I don't know how much sustain he needs in the jungle since he has W but I would guess something like 1 dorans brutalizer glacial and then finish up ghostblade and frozen and start working on trinity would be good

Yeah, I REALLY hate how they changed how the model moves, because before, you could recognize champions based on walking animation no matter what skin they had.
Whenever I say a Muay Tai Lee Sin, I always have no idea what it is for a few seconds.

In my opinion there are too many variables to separate to make a claim that 65% win rate is overpowered. I mean what does a champ going from 50->65% win rate mean in a game? It means that across the spectrum of league players, those who felt like trying out the new rumble due to a quality of life buff, suddenly found themselves winning more of their games as rumble.
Now league is a team game so how likely is it that a single champion can suddenly go from 50% to winning the game for his team 65% of the time? Perhaps it is just the snowball meta. One person wins lane, and can carry an average team.
That's assuming rumble had a 50% win rate to begin with. I've seen rumble with one of the highest win ratios even before he received this buff. But then even without any buffs or nerfs, his win ratio fell back down. This is data over thousands of games and all sorts of ELOs.
Are the players who started playing more rumble just smurfs trying out a champion they've heard just became overpowered? Is it a placebo effect?
Is it just the cyclic effect of champions getting higher and lower win rates by a "random effect" where people just stumble upon more effective builds?
And then it's possible that Riot really does have a balanced game and balanced champions according to the meta. That the gain of 50% more damage was enough to make him overpowered.

Issue wasn't him going CDR, it was him going a build that did no damage outside of E and couldn't tank hits either. CDR is perfectly fine, but only if you aren't blowing up instantly in team fights and can use your abilities on useful targets.
As I recall, he couldn't.

Jungle Xin real fun. Did the most random build in the world. Boots - Boots 2 - Phage - Bruta - Hex - Glacial - FMallet - FH and still managed to not feed, came out positive and won. Not bad not bad at all.
CDR was godly on him, though I felt like I kind of needed the Phage/FM for sticking power. Bruta - Phage - Glacial maybe?
Also used random ass runes lol.
