It's a definitive buff. You don't get endless knockups, but realistically speaking Xin only got those if he was fed enough to both have capped CDR and a crapton of attack speed. New Xin gets an endless Q->E chain that is inescapable without significant peel, and it only requires capped CDR (which is very easy to get when building tanky).
I haven't figured out how I want to build him yet, beyond making CDR a priority.

Honestly you've played twice as many games as you need to before starting ranked. At this point you'll learn a lot more about how to play by simply running face first into ranked than by continuing to sit and prepare on the sidelines.

What do you think of xin top this patch? Did you get a chance to test it?

People have no experience against Twitch top either, they pick melee champs and try to engage him, back off - which essentially lets Twitch get a free kill on them.

I like to talk shit in solo queue because it's pleasurable. It reduces the chances of winning, but I'm making a rational trade off here.

i only chat in solo queue to either apologize for a bad play or to make dumb jokes.
if i make a bad play, i feel like acknowledging it will at least make me self-aware that it's my fault instead of looking to blame someone so i feel like it sets the foundation for improvement. but it has to be definitively be my bad play(s).
for me the only difference between ranked and normal is whether i wanna try out new stuff that might get us slaughtered. i'm always looking to get better but i try not to experiment in ranked because i might get blown out without having the chance to learn much. ELO is whatever, and bad teammates are rage inducing but in the end it doesn't really matter anyway.

To be fair, Veigar's popularity/viability depends a lot on what the current host of popular mid picks are. As an older champion, his laning is much more open to abuse by some mid champs, and if safer lane matchups are more common, he sees more pick, and also the other way around...

If I'm not jungling, then the thing I do most often is talk to jungler and mention whether or not I'll need ganks at certain specific times. I find that trying to optimize his play will net the biggest benefit for the team. If I'm endlessly pushing but properly warded to avoid ganks, I just make sure to point out to my jungler that he needs not worry about my lane. This usually means they pay more attention to the others and usually make better plays.
Also, as others have said, being condescending is a 1 way ticket to Failtown. People get defensive extremely easy and and will throw games on accident or purpose if they start raging.

Assuming you play blind pick normals as your practice (sorry, I don't know you), odds are they'll be better opponents than a big chunk of your ranked games for a while.

Dead certain. I think I played my first ranked game somewhere around 300-400 normal wins. Looking back I probably could have started sooner than that.

Honestly, if you're just starting out in ranked you don't need a bunch of hyper-specific rune pages to do well. Just try to get one or two for each role, maybe you can combine a top+jungler page, and you'll be good to go.

I started ranked shortly after I reached level 30. You may not end up in the highest elo bracket but you'll find a niche and start climbing higher if you try.
I find ranked games more fun personally, same asshats but more effort overall.
