Thanks guys. I knew you could get pen via runes/mast but didnt know if champs had a base. Have to do some maths lol

the guy with smite/flash can jump around farming all he wants while you're instantly clearing creep waves and knocking down towers. it doesn't matter that he can flash in and hit you without you being able to hit him back because the game will be over before he gets enough gear to 1 shot you.
Flash is strictly better than heal... you can flash in and out of tower range and the tower won't have enough time to aggro onto you, nobody can kill a flash without his consent so you basically have the infinite health heal gives you anyway not to mention zipping back and forth from the fountain with like a second or two of travel time. It's also much easier for a flash to just chill in the enemy base killing every wave, heal will have to spend time running around catching them and will probably only be able to farm 2/3 lanes.

They should have just let people talk about it on the forums and just banned more people.

I find that using specific values is easier for me to determine how much damage I'm going to do to an opponent. Knowing that 1 armor = 1% current HP as EHP is useful to determine your own survivability, but I find it's clunky for figuring out how much damage I'm actually going to do to someone.
So like, I know that at the beginning of the game, everyone has more or less 25% damage reduction. With no MR items but with MR runes/masteries, people will have ~50 MR at lvl 18, making it 33% damage reduction. Then generally with 1 big MR item, they'll get to around 100, which equates to ~50% damage reduction. For tanks that approach 200, it's going to be around 66% damage reduction.

Iirc tilda lets your champion focus on enemy champions over minions, so if an enemy champion is in a group of minions and you use tilda you are supposed to auto them or use a spell on them even if you accidentally click a minion.

So I was wondering who I should get next, I was going to go for Rumble, Jarvan IV and Kennen. Who's the most fun out of them? I'm probably not going to get Kennen because I've never played an energy character and he's pretty FOTM right now. I've played Rumble before and I managed to do quite well a few times, but J4 is completely new to me. Any ideas?

Tilde causes any actions you perform while holding it to ignore non-champions. It's not remappable through the client and may or may not be remappable through the text file. There's no way to bind abilities to ignore minions by default, much to my chagrin.
