I only ever go Hex on someone that REALLY hates Aspeed or REALLY wants AD. Ie the list Smash posted.

I go wits on champs that benefit quite a lot from attackspeed but mainly as a defensive item. I go Hexdrinker on champs I want MR on but want offensive items more.

maw is much better if you plan on being able to crit. like gangplank could build a maw and be better off than a wits by far. they arent really comparable items though, maw is much more expensive. its better to compare to hexdrinker ;o wits is a really strong item but im pretty sure maw is actually just better when you are 6 items, but cost for cost wits probably cant be beaten.

Hexdrinker/MoM are better of people with a lot of AD ratios, whereas Wit's is better of tanky guys who like to attack and scale well with AS.

i guess on paper wit's is better when you consider that you max Q before W and the synergy with his passive, but with weak mechanics i can't help but feel that a decent amount of attack speed on melee champs gets wasted against moving targets.
edit: yeah the lack of 100% uptime on Q's steroid has led me to buy hexdrinker/maw in the past when i needed MR

This just me, but when I play noct I usually dont get either lol. Can't remember building any MR on nocturne other than mercs and a very rare fon if they magic heavy. I'd go for hex though. Has attackspeed already and Q and R scale with AD. Only gets bonus AD if he's actually on his Q.

The higher your attack speed, the less time you have to stand still to autoattack, so you can chase better.
