They are applied after resists, and do apply for each tick of periodic damage (i.e. Malzahar gets screwed). I tested this just now in a custom game. It's fairly easy as Malzahar bot was added to customs (and is quite eager to cast Malefic Visions on you).
To be fair, I've only tested Olaf's ult and Tough Skin/Indomitable. The only other cases of flat damage reduction I'm aware of are Amumu and Fizz, and it's way too late for me to stay up and do more testing.

i know you can take zero damage from creep waves with amumu fairly easily so it must be after resistances and fizzes is the exact same ability so it should be the same.

What olaf buffs btw? Havent seen any posts on that yet...
|
On Olaf you could go HoG -> Zekes -> Glacial -> Mallet -> Frozen Heart FoN Randuins. But I'm weird.
|
Olaf ? WHY NOT TRIFORCE ?
|
Because it's too expensive and he has other priorities, so you'd sit on mallet all game long?

You'll probably settle on one or two roles that you enjoy playing in LoL and it makes a lot more sense to just fill out those roles while having 2-3 champions who you feel comfortable on in the roles you don't normally play. For me, I own like six or seven AP carries that I'm confident with and I own every AD carry except for Vayne/Urgot. On the flip side I only have a handful of top laners, junglers, and supports but I typically shy away from those roles (with the exception of jungler which I do play kind of frequently).
Just to bring this up again - for my own personal play I have a decent roster for the roles I enjoy playing (jungle/support/top), and had been spending most of my IP on more specialised runes/extra runepages (MPen quints, armor reds, MRes quints, spellvamp quints, HP5 quints, yadda yadda yadda), but I'm now trying to make a conscious effort to grab champs I have no intention of playing for the purposes of trading with other people in draft - plenty of times when I've been last pick and have tried to get the first pick to grab me Soraka/Sona (or w/e) so they can counterpick top lane, but they're then after Trynd/Teemo/Panth/Yorick/Irelia/Swain/Olaf rather than GP/Riven/Malph/Ryze/Shyv/Singed/Galio/Nasus/etc. Or I'm first pick and my team are frothing at the mouth because Morg/Kass/Shaco/etc haven't been banned and want me to grab them for someone, and I regretfully inform them that I don't own 'em.

what are your thoughts on hybrid pen runes?
would they be good on ad kennen? jax? akali? nidalee? i can imagine it would be good on rageblade heroes
|
They're better than AP / AD on anything that is hybrid or uses lich bane. Problem though is that AD could be better

Ad is far better on jax because of early game, on akali you want your passives unlocked so there's no room for hybrid runes. Dont play kennen, might be good on kayle but dont play kayle either.

I mean better than AP/MP
Also think they're poop on Kayle because of reverse synergy with her passive. I guess they could work for like, Teemo? But mpen probably still better there.
Maybe on Evelynn????

there is no reverse synergy with kayle. if anything its synergy
EDIT: for the education of the general public
percent reduction > flat reduction > flat penetration > pecent penetration
you learn something new every day~

Her passive reduces, penetration is taken into account after reduction so there's no reverse synergy. Not worth it on eve either, arp better unless you go ap in which case mpen probs better.

Oh right, my bad!
By the way anyone else want -20 armor aura back to Zekes Herald? I think it'd be worth buying with that

Think he's underrated, wins many lanes top as well. I think he takes more skill to play than most bruisers though, as those mechanics with his Q are pretty unforgiving Honestly speaking, if I were to pick Olaf, I would pick him in a teamcomp that can afford to give him blue buffs lategame. Olaf burns through his mana like a monster (especially with high CDR), and it really helps his effectiveness to not have to itemize for it. The exception to this being Zilean because Zilean blue buff helps Olaf's effectiveness even more than Olaf blue buff does.
this might sound retarded but, if he is a mana hog would manumemememememe + frozen heart be a decent build on him then?

I didn't feel olaf is a mana hog tbh

He's not and Manamune isn't a great item to begin with.
|
Not so much when chasing, but sustain fighting against someone who commits the mistake to stand still allows you to spam Undertow every ~1.5s with a bit of cdr, so he can chew through his pool quite fast. Same thing in the jungle, I didn't notice it initially (until it was told me in the Olaf thread) but Undertow deals so much more damage than AA, even after you get Wriggle's, because it's AoE and is spammed.
But nowhere near needing manamune, yeah. Late game it isn't really a problem since you don't chain two teamfights without healing in between that often.
