if your team doesn't suck terribly and have basic teamifighting skills veigar is so goddamn strong and almost broken vs AP char. Also actually learning how to use zhonyas hourglass has improved my game like 4x.
That stun ring's range is just lol...nobody respects it This guy gets it, haha. I was just saying that! He's really good if you can get a team that gets you good positioning!

Cool, finally will be able to play some Dominion. Too bad this news doesn't really give any specific date or specific time. Which hours are off-peak hours, i'd assume that peak hours = something like 18-02 of local time but at the same time USA is spread amongst like 500000 timezones (especially if we count alaska too)

You forgot Hawaii. Alaska/Hawaii are irrelevant given how few users they represent, in any event. I hope Riot requires level 30 to use Dominion during the test, else US servers will simply be swamped by EU whenever Dominion is on.
Majority of users are either EST or PST, so peak probably is a bit later than 6pm EST (closer to 7 imo). They'll probably stay farther away from the early side of peak, though. I'd expect something like 4am EST to maybe 2-3pm. I wouldn't be surprised if they expand the period during which Dominion is active after so many days to stress test it more.

Holy shiat Voyboy's talon is destroying. Is talon actually that strong of a laner, or does he lose to like all of the FOTM op top champs? Doubting between talon & Panth, they both seem to play decently similar. Which is the stronger laner/teamfighter in your opinions?

I find Talon's range to be absolutely sickening, on that three-pronged skill. With a good matchup I find that when played well he demolishes them. Certain other matchups will be unfazed, like Udyr and Cho, as their mana sustain is high enough that they can keep diminishing the effect of his harass until he runs out of mana first.
The question is whether Talon's harass is quick enough to drop people down to "danger levels" before they farm up a storm and can just back and return with lane strength, etc. It might take some time before people really figure out counter-builds and such with Talon to be more consistent, but he has the potential.

Talon's biggest thing going for him is is really really long range. 750 on his W and 700 on his E (jump) basically means that he can get off a full combo on you without you retaliating with anything but autoattacks.
Like Utah pointed out, it really just depends on whether or not the person he's laning against has strong sustain or if they can do more damage to you. Of the former, shit like Warwick and Yorick would just shrug it off for the most part. Of the latter, I'm not 100% sure, but Garen and Panth might be able to out-burst him. Another downside to Talon is that his cds are pretty long comparatively to other burst AD laners like Panth, which gives him a large window where the other guy can just zone him.
