I understand but it seems like having this kind of control of baron and dragon would be a really big advantage. Wouldn't it? I am not often in games where baron and dragon steals with smite are even attempted but it seems like even if you kill 3 of them, if the last two have smite you still couldnt do baron. I guess you would have to try this with a gimmicky team with lots of teleports like kassadin and leblanc so they can smite baron and still escape. i would think that this strategy would be especially good right now because of how passive laning has become, so you would just play extremely careful. I noticed that TSM did fairly well in dreamhack but their strategy was almost always to dominate early game and go for baron early, forcing either a fight or a free baron to secure their lead.
I always thought having two people with clairvoyance would also be good for pro teams. but i am a lowly normals scrub.

You have to consider what you give up for having another smite/CV. Playing a solo lane with just flash vs. flash + ignite/exhaust is going to cause you problems, and similarly in a teamfight you're going to be down those crucial summoner spells. The other team could just not start baron or dragon ever - if you start it they will probably win the fight.

i still think it could work somehow but it would be a bizarre all-in secret weapon strategy that someone could pull on the final match of a big tournament or something.
Perhaps two smite as a strategy to deny their jungler buffs, but it's super predictable so you need to be able to win the fight that's bound to happen.
Might work nicely if you have a very strong early game team and want to force some aggression.
What the fuck is up with all these Kennens today. He didn't get buffed, he didn't get changed and he isn't free so why the hell am i seeing one or two Kennen's every game today.

I run smite/cv on my Janna and just make jungling a nightmare for the other team :D It's pretty funny seeing their jungler consistently 2 to 4 levels behind yours.
I don't find myself needing flash very often on Janna, and having that extra smite for dragons and barons is really nice.
Also gives you some supplemental income early to get those gold items faster.
The only annoying thing is people complain A LOT when they see that you're taking smite on Janna.
