E>Q>W IMO. E has better damage scaling, in addition to the scaling attack speed steroid. Q's cooldown scales, but without any CC in lane, you're sort of unlikely to be able to guarantee getting that 2nd Q anyway. If you level it second, you'll have it for midgame fights.
With regard to jungling, I have tried the following setups, all using Cloth + 5pot and EQEW:
Arpen marks/Arpen quints/Armor seals/MRlvl glyphs + 1/8/21 - got crushed. Needed a really good leash at blue to even get off the ground and still took a ton of damage doing it.
Arpen marks/Arpen quints/Armor seals/MRlvl glyphs + 21/0/9 - A little better than above, but still really shaky. Couldn't finish a full clear, though you can just barely finish minigolems and come back for red.
12 arpen and 19 aspd in marks/glyphs/quints/Armor seals + 21/0/9 - Can start blue but can't finish a full clear with red (has to do minigols and bluepill, though does have 1 pot to spare). Also tried a small clear with disappointing results. Can finish, but uses 3 pots on the small clear, and needs to buy only pots only on your first bluepill (no boots or longsword).
All in all, really lackluster in the jungle.

I've been goign Q max first cause the level up scaling on it is pretty darn strong. You can chain E+Q very easily and reliably. Leveling up E also increases its mana cost pretty drastically, it's like +5 mana per level up.

I could post this in the Vlad thread, but I feel like it wouldn't reach as many people, and it's not really discussion about the champ.
So anyway I made a thread on the LoLboards to try to get something done about Vlad Q+Rylai's. However I don't want to self bump the thread a million times because that just seems wrong. Maybe that's just to much time on TL talking. Any TL support would be greatly appreciated.

patch didnt fix this problem im having with the game where I dont disconnect from the internet but my game will randomly freeze but I can move around and cant see any chat or whats going on...only people moving. anyone have any ideas

Its deliberate. Otherwise vlad with rylais can just chase you down and kill you with q. Thad be op.

Which is funny because it's like saying champs who can autoattack with frozen mallet are op because they can just chase you down with autos.

While I can imagine how ghey if Vlad's Q proc'ed Rylai's slow, his should otherwise it's an unfair exclusion. Best argument is that if Akali's Q can slow, so should Vlad's. Neither Q is mana based and both have relatively short cooldowns (compared to Annie/Veigar from example above).

An argument I can think against this is:
1. Rylais is super keen on Vlad because it allows him to double dip his passive
2. Akali's is energy based while vlad's is... stupid-and-free based (vlad can CDR while akali can't)
3. Akali's Q only does half the damage which leads me to the next point
4. Akali is melee (and is at much higher risk to proc full damage Q)
5. Vlad's Q heals him (well, for a ton more than akali's)
edit: Oh, and vlad pools>akali shroud
Conclusion: Vlad's a jerk and deserves this for tormenting me those 3 months he was OP.

I think the biggest problem is that q is COMPLETELY free. Like, you should always have it on cd free.

It used to be deliberate. They did it because he had a 3 second cooldown which you could get to less than 2 seconds at max cdr. Since the slow lasts 2 seconds you could permaslow someone with it. Now its on a 4 second cooldown. Ryze gets the full slow on his 3.5 second cooldown, and his spells are basically free since he has so much mana.
Also, someone tried to point out that between q and e you could permaslow, but e would apply the aoe slow, and since same source slows don't stack, at worst it would refresh it at the 15% rate.
