I have this issue too, I can't move though, I can look around, but my champion freezes in place, then game will come back randomly at some later point in time.

Agreed that Vlad is a jerk but having a champion's skill not work "properly" with an item out of exception seems a bit arbitrary. Not sure how much I like that kind of balancing. Seems like a design flaw otherwise.
Also, Kennen also procs slow with his Q too. His is longer range than Akali's and shorter CD iirc.

Cassiopeia E also gets the AoE slow from Rylai, unless that got changed since I last saw this brought up.
So Vlad Q isn't completely unique....

As part of TSM's "giving back to the community" events, Reginald was going to help some low-elo accounts get their elo up and in that process explain via livestream tactics and how to get through that ELO.
Apparently he didn't use his own accounts, so Riot banned him without notice. And they banned the account he was helping, too I believe.

Edit: And can the heal part of Vlad's Q consider him a "target" and thus making Q a "multi-target" spell for Rylai's? That's the only explanation I can come up with.

What? AOE spells still proc Rylai's, just the slow duration is much shorter. Vlad's E works with Rylai's, Q doesn't.

He does, but it was due to low cooldown. Cass' Twin Fang only procs the aoe slow also due to having essentially no cooldown on a poisoned target. It was an exception that I think they overlooked reverting when they nerfed his cooldown.

I'd complain about how stupid the Rylais thing is but then I remembered that there's a few heroes in DotA that aren't even allowed to use blink dagger. That's more extreme, yet perfectly accepted.
