Pantheon: 99 Base damage at 18: Mandrop (1k) + Aegis (150) + HSS (full combo) (258) + Spear Shot (223) = 1631. And that's without any items mind you. But wait, you say. Who lands a perfect mandrop right on the centre? Ok, assume the mandrop does the minimum possible damage, 333. Overall combo for Panth at 18 is still almost 1k. Cho'Gath 305 + 275 + 650 = 1230 In conclusion, there are plenty of champions with stronger combos. | ||

Not that many, the only one of those two that really counts is Cho, but he's always been known to have a ridiculous single-target burst, especially with the chunk coming off True Damage. Your Panth example falls flat because you'll never get a full double, and in fact even the minimum 333 isn't exactly reliable from level 16 drop. So yes sometimes he'll explode someone and usually he won't. Every "viable" tanky DPS hero has similar instantaneous burst to Annie, if not trumps them. This isn't a surprise, except possibly to Riot. This also means that if a hero has similar burst to Annie and is supposed to be a different role (ie. tanky, or melee DPS) then the likelihood of that hero being retarded sky rockets. Cho is a funky example there because he's largely considered a spellcaster anyways, so yeah, amazingly Malz and such have similar if not higher burst than Annie. But they're AP carries, as is usually Cho. And a tanky Cho is generally considered an inferior Cho build, so what have you. | ||

Bandage Toss (320) + Tantrum (175) + Curse (350) + 3 Despair ticks (total Stun time from Q+R) (72 dmg+ 8.1% max health) = at the very LEAST, 1060 or so damage (on an 1800HP champ) I'm honestly not trying to be facetious here, I'm kind of enjoying calculating all these champs' burst potential though. | ||
