it will trigger the secret and affect the spellbender minion, even though it is not a valid target. the check for target validity is done when the player chooses the target, after that the spell is good to go, so when a spellbender is triggered the effect of the spell is transferred from the original target to the spellbender minion without a new validity check.
same goes for execute, demonfire (when cast on a friendly demon), bestial wrath, and any spell that can only be cast on friendly characters

Crafting cards wastes, on average, about 35 dust for a common, 60-70 dust for a rare, 200-250 dust for an epic, and ~600 dust for a legendary. A pack is worth about 100 dust. Each gold is approximately worth a dust. This is in terms of how much it delays a full set.
Disenchanting wastes a lot more dust.
If you're any good at arenas (average at least 4 wins or more per arena), that's the fastest (per hour played) way to get packs. Otherwise, you're limited to ~60-70 gold a day from quests.
Very important free shaman cards are Fire Elemental, Rock Biter, and Hex. As soon as you get Stormforged Axe, Unbound Elemental, and Lightning Bolt, put those in your deck. If you get lucky and get Lightning Storm or Feral Sprits, put those in your deck immediately, they're very good. Flametounge Totem is not bad, Windspeaker and Bloodlust are a good finishers.
That's budget shaman in a nutshell. Other than that, put the value neutrals in your deck. If you need help figuring out which ones are good, look at arena tier lists.

If you have 2x Fire Elemental in your hand before you mulligan, in a standard 2-limit constructed deck, is it possible to redraw a Fire Elemental after mulligan or are the X cards blocked from being chosen again?

The cards are not blocked. you can theoretically draw the exact same cards back.

You can however draw the fire elementals the first thing you do, since they are put randomly in your deck. But you will not get them in your starting hand.

If you have two copies of a card, you can get the second copy though. Eg. if you have two copies of acolyte of pain and you mulligan acolyte 1, then acolyte 2 might take its place.

If you have both cards and mulligan both, neither will return to your hand, but it is possible to get a duplicate, so mulliganing doesn't necessarily dictate that you won't still get the same card in hand.

Are there any stats out there about the probabilities of how many legendaries/epics you get in an average arena draft?

I would have to assume it's similar to the probability of getting such cards in packs? I don't have those numbers on hand, but it wouldn't surprise me if they were the same, or at least similar.

Hmm, I'd doubt that, since people seem to get legendaries far more often in arena than in packs. At least I do.
Then again.. hm. I get 5 cards per pack, but 30 cards per arena. So that might actually play out.

I probably get a legendary every 3-4 arena runs. that's one every 90-120 cards, so it seems plausible (barring my abysmal luck).

At first I was thinking there was no way but you may be right. You see a lot more cards in a draft than in packs.

edit: nm, i guess you could steal the minion card with priest abilities. i have no idea what would happen if you silence it.

Faceless Manipulator the Archmage, opponent had a ton of cards so I was certain he was going to kill the Archmage next turn anyways (which he did), so I thought I might as well silence him and get a spell out of it. Didn't dare to try it out, though.
