The game is localized already, seen people play is in spanish, text and voices. I have to admit, that i haven't seen any kind of error/bugs on streams yet, and being a f2p game feels rare to see a so well polished beta. I may be wrong, since i haven't played it. Blizzard game beta are usually very advanced in the product. Alpha friend and family is where to weird bugs and crashes still happen.

Does this exist in the beta? It's called Arena and it works similar to drafting. You get a choice between 3 random cards (I think of the same rarity), 30 times and that's your deck. You have to pay Gold or Real money to play that though. You play until you either have 3 losses, or 9 wins and you get some rewards based on how many wins you get.

I compare Hearthstone to League and Magic to Dota/Hon. Why? Hearthstone follows the same philosophy of a simplified game . It is less cash grab since there is online MMR, but of course they would put in purchase options for boosters. I saw that your gold can only be spent on 1 booster and that was the only gold option Whether this game will be competitive or not I don't know but this is a total different direction for a blizz game

There's a base deck you get for each class that contains a bunch of cards. Then by leveling up that character you can earn a few more preset cards. After that you'll need to get packs of cards to get certain cards. Also once you start earning/buying packs of cards you can disenchant ones you don't want which gives you dust, and you can use (some amount of) dust to create any card you want. I should also mention that right now you get a couple free packs of cards as you play through the first tutorials and quests.

Why spend the time calling that out about Hearthstone? Yes pay2win is a valid criticism for almost every TCGs that ever existed. IMO Blizz should up the gold per win to lessen the criticism.

Why spend the time calling that out about Hearthstone? They are probably just talking about how long it takes to earn gold in the beta. It is next to impossible right now to earn cards outside of buying them. I really doubt that Blizzard will release Hearthstone without improving this however, so while it's productive to raise the issue I think it's a bit premature to get up in arms over. An example of a ccg that isn't "pay2win" would be the recently released Scrolls. You can buy 6 cards which reset every few days and the starter decks with real money but the rest of the cards are earned through gold.
