Maybe it's too old or something for the laptop to recognize? Also, try booting and the obvious stuff if you haven't. Also try running System mechanic and see if there are problems with registry keys or what not.

is the dt-35 usb like the dell? have you tried restarting comp after you connected the laptop? try a diff laptop? automatic updates for xp? do the numlock/caps lock lights work when connected? (turn on/off as you hit the respective keys) you probably tried all of these, but im getting pretty desperate.

But i guess it doesnt have any since its just a regular keyboard they for sure dont give any to it i have it like it came with box and there was nothing. Try to reinstall all drivers for keyboard and then install them again all via Windows it should work...

Is the keyboard native PS/2 or USB? PS/2 keyboards (and maybe other stuff too) sometimes (or often) will not work if you plug them in after the comp is on already. Pictures of the DT-35 shown that its USB but just to be safe, plug it in before turning on the comp if you haven't already done so. Will post more if I can think of anything else.

v[1.8]c is right, you have to connect the keyboard when the computer is off. I had forgotten that fact, and when I went to a LAN a few days ago, I plugged the my DT-35 into a running computer and it didn't work. So I rebooted the machine and presto!

I always make the mistake of turning it on before everything is connected and either the mouse, keyboard, or video won't work if the computer is already started. Make sure everything is plugged in before you boot, it won't work if you don't.
