You can run around highsec in a damn freighter and be fine, police webs will insta warp you to your dest. They don't point/scram you for a number of seconds.

Nonono I don't mean simply travelling through hisec, I know most ships can do that fine. I'm more curious about the situation Sard was in - going to high sec, warping to a vargur and killing it. I'd imagine that even with police's 'shittiness' they would definitely get a scram on you. Is it still possible to escape at that point?

when you shoot the vargur concord gets involved, from that point its over...

Usually no. There have been occasions way back when I was -10 where I did that and killed the scramming police ship and was able to get out but I don't know if that really works anymore. Killing the police supposedly spawns a shit ton more of them now.
I don't know though, it's been a while since I was an outlaw.

No, the only thing you have going for you when traveling is that they web you first, which if you're aligning means you instawarp to your destination. You would not be able to stick around for any length of time at your destination as the police spawn in 5-15 seconds after you land.
